Waste Collection in Donegal
There are a number of permitted waste collectors in Donegal who provide a household waste collection service. You can check for permitted waste collectors by visiting the National Waste Collection Permit Office or by contacting Donegal County Council's Waste Regulation Officer.
Only permitted collectors can operate in the County. All waste collected must be disposed of at a licensed facility and any individuals found to be disposing of waste illegally will be prosecuted.
If you are a business or a householder, please remember you can only give your waste to an authorised waste collection permit holder. If you do not you are guilty of an offence under the Waste Management Act 1996.
Applying for a Waste Collection Permit
You must apply to the National Waste Collection Permit Office (NWCPO) for a Waste Collection Permit and for the Review of a Waste Collection Permit.

Waste Facility Permits and Certificates of Registration
Donegal County Council is responsible for the licensing of certain waste facilities under the Waste Management (Facility Permit and Certificate of Registration) Regulations 2007 as amended, either by way of a Waste Facility Permit or Certificate of Registration.

The Movement of Waste
Movement of Waste in and out of Ireland
The movement of waste into and out of the Republic of Ireland is licensed by the National Transfrontier Shipment of Waste Office under the Waste Management (Shipment of Waste) Regulations 2007,.
Wastes must be transported by an authorised Waste Collection Permit holder and if its across international borders only by one who is a registered Dealer and Broker with the National TFS office..
Such wastes are described as either ‘green listed wastes’ or ‘amber listed wastes’ depending on the waste type. Amber listed wastes must always have pre-notification consent from the National TFS officewhile green listed wastes do not need such consent but must always be accompanied by at least an Annex VII Consignment Note.

Movement of Hazardous Waste within the Republic of Ireland
The movement of hazardous wastes within the Irish State is also regulated by the National TFS office, under the European Communities (Shipment of Hazardous Waste Exclusively within Ireland) Regulations 2011.
The movement of hazardous wastes within Ireland must be be conducted by an authorised Waste Collection Permit holder using Waste Transfer Forms (WTFs) as part of the online Waste Transfer Management Portal (WTMP). Use of this system by those managing hazardous waste movements is compulsory.
