Background


The Social Inclusion and Community Activation Programme (SICAP) is funded through the Department of Rural and Community Development with co-financing from the European Social fund.  In Donegal the programme is managed locally by Donegal LCDC with support from Donegal County Council. The programme is implemented in three Lots:-

Lot 33-2 Donegal Gaeltacht          by Donegal Local Development CLG (DLDC)

SICAP provides funding to tackle poverty and social inclusion at a local level through local engagement and partnerships between disadvantaged individuals, community organisation and public sector agencies. Its vision is to improve the life chances and opportunities of those who are most marginalised in society, living in poverty or in unemployment through community development approaches, targeted supports and interagency collaboration. 

 

The initial SICAP Programme in Donegal ran from 2015 to 2017 and was implemented by IDP and DLDC.  They engage with marginalised communities and a wide range of services providers using an integrated and community development approach to address issues relating to social exclusion and equality.

 

The contract for the new SICAP Programme 2018-2022 was publicly procured and IDP and DLDC were the successful tenderers.  Following an announcement from the Department of Rural and Community Development the current SICAP Programme has been extended for a further year and will run until 31st December 2023.

 

The combined budget for the SICAP programme for Co Donegal was €2,008,917 per year for 2018 to 2021.  Budget increases were announced for the SICAP Programme for 2022 which results in a combined budget of €2,266,823.00 for the Programme in the County.

 

Who is it for?

 

Local Community groups and target groups will be supported by the Develpment Companies to engage with relevant stakeholders in identifying and addressing social exclusion and equality issues and creating more sustainable communities. The Development Companies will also support individuals to improve the quality of their lives through the provision of lifelong learning and labour market supports.

 

SICAP has specific ‘target’ groups to ensure it is a targeted and focused programme. Only people who are from one or more of these groups are eligible for support under the programme:

 

  • Disadvantaged Young People
  • Lone Parents
  • Low Income Workers/Households
  • New Communities
  • People Living in Disadvantaged Communities
  • People with Disabilities
  • The Disengaged from the Labour Market (Economically Inactive)
  • The Unemployed
  • Social Isolation
