Town and Village Renewal Scheme 2023

 

Following on from the announcement by Minister for Rural and Community Development, Heather Humphreys TD, on Friday 21st July 2023 of the launch of the 2023 Town and Village Renewal Scheme please now find documents relating to the 2023 Town and Village Renewal Scheme administered through Community Development in Donegal County Council.

 

Funded under Project Ireland 2040, the Town and Village Renewal Scheme (TVRS) is a key measure directly supporting the objectives of Our Rural Future and the Town Centre First (TCF) Policy. This Scheme which was introduced in 2016, is part of a suite of measures designed to rejuvenate rural towns and villages throughout Ireland where since 2016  more than €154 million has been allocated to more than 1,700 projects across Ireland.

 

The 2023 TVRS is designed to support the revitalisation of rural Ireland through a renewed focus on town centre economic and social recovery and regeneration.

 

This will be achieved through projects focusing on town centre regeneration, enhancing our streetscapes and bringing vacant and derelict buildings back into use as community multi-purpose spaces through refurbishment and renovation and includes:

 

  • Town Regeneration projects
  • Enhancing our Streetscapes
  • Green spaces / recreational amenities in town or village centres
  • Refurbishment of existing community centres
  • A new option to allow local authorities to acquire plots of land to enable development of town regeneration, such as town parks, plazas, etc.
  • Bringing vacant and derelict buildings/ back into use as multi-purpose or community spaces
  • Projects to support town or village centre markets, e.g. farmers markets or artisan markets.
  • Town/village centre plaza development

 

Donegal County Council is now seeking Expressions of Interest from Towns and Villages who may have a suitable project for consideration. Expressions of Interest in respect of Towns and Villages who have not received funding in the past or that have successfully completed projects under previous schemes are also being sought.

 

All Expressions of Interest will be assessed based on the priorities as contained in the Scheme Outline and must be linked to actions outlined in the County Donegal Development Plan where appropriate.

 

All interested town/village groups are invited to submit the Expression of Interest as enclosed and forward for the attention of Community Development, Donegal County Council to [email protected]

Closing Date for receipt of Expressions of Interest –

Thereafter Expressions of Interest will be assessed based on the scoring framework as contained in the Scheme Outline whereby proposals may be selected for further detailed development in co-operation with local communities which will then be submitted to the Department of Rural and Community Development for their further consideration.

 

 

 

 

 

Town and Village Renewal Scheme - Building Acquisition Measure 2023

Further to an announcement by Minister for Rural and Community Development, Heather Humphreys TD, on 27th March in relation specifically to the launch of the 2023 Building Acquisition Measure under Town and Village Renewal Scheme please now find documents relating to the Town and Village Renewal – Building Acquisition Measure 2023 administered through Community Development in Donegal County Council.

 

The Town and Village Renewal Scheme was introduced in 2016 and is one of a number of measures designed to rejuvenate rural towns and villages throughout Ireland.

 

The programme is funded under Project Ireland 2040 as part of “Our Rural Future – Ireland’s Rural Development Policy 2021-2025.’’ and seeks to deliver increased investment to 2025 supporting remote working infrastructure to provide an opportunity for people to continue to live in rural communities while following their career ambitions. It will also see continued investment to support town centre living. It will ensure cross government investment to support rural towns and villages as hubs of economic and social activity.

 

Since the launch of the Town and Village Renewal Scheme in 2016, over €149 million has been allocated to more than 1,600 projects across Ireland. The Scheme has supported towns and villages the length and breadth of the country.

 

In 2022 the Building Acquisition Measure was launched for the first time and will run again this year. Funding previously announced under the scheme saw old banks, court houses, garda stations and FCA halls all purchased and re-purposed for 21st century use.

 

 

The funding, under the Building Acquisition Measure of the Town and Village Renewal Scheme, is designed to make our towns and villages more attractive places in which to live, visit, invest and raise a family.

 

In recognition of the urgent need to transform and regenerate town centres, the Building Acquisition Measure will seek to immediately acquire derelict or vacant buildings, with the intention of using these building projects for town regeneration purposes in line with the aims of Town and Village Renewal Scheme (TVRS).

The Building Acquisition Measure will form part of the overarching Town and Village Renewal Scheme structure.

 

Buildings purchased under this Measure must be for use as multi-purpose community spaces. Multi-purpose use could include: enterprise spaces, arts, tourism, youth hubs, theatre space, gallery, sports or pastimes space. It may also include a space for local craft market or food/farmers market.

 

Donegal County Council is now seeking Expressions of Interest from communities in our Towns and Villages who may have a suitable project for consideration.
