                                 Management Accounts Division
Support and develop our organisational capacity to achieve our objectives
The Management Accounts Division has primary responsibility for the preparation, management and oversight of the Annual Revenue Budget and the rolling three-year Capital Budget.
The 2019 Revenue Budget was adopted by the Elected Members on the 21st November 2018, in accordance with the Local Government Act 2001 (as amended) and within the period prescribed by the Minister for the Environment, Community & Local Government.
The 2019 - 2021 Capital Budget was prepared in accordance with the Local Government Act 2001 (as amended) and was considered by the Elected Members at the Council Meeting of 26th November 2018.
The Management Accounts Division is also responsible for preparing and submitting quarterly EU/IMF Financial Returns and other statutory returns on a periodic basis. The Management Accounts Section coordinated Donegal County Council’s submission under the Public Spend Code, which was completed by the deadline of 31st May 2019 and is published online.
Amongst other things, the Management Accounts Section also manages the Council’s Insurance Book, Loan Book, Procurement function, recoupment of costs under the terms of the Service Level Agreement with Irish Water, and the many ongoing day-to-day budgetary matters affecting the organisation at large.
Procurement Section
The Procurement Section provides training and guidance to staff engaged in public procurement. The Procurement Section plays a key role in the development of procurement solutions that support Donegal County Council’s value-for-money objectives in terms of the goods and services it purchases.
Donegal County Council advertised 331 mini-competitions and 31 quotations on the ‘SupplyGov’ portal in 2019, covering services such as Plant Hire and Minor Building Works. 99 tenders were advertised on eTenders (the electronic tendering platform administered by the Office of Government Procurement), and 5 tenders were advertised in the Official Journal of the European Union (OJEU).
