A nomination paper is completed by candidate and a certificate of political affiliation attached, If a candidate is standing for election for a registered Political Party.
If the candidate is standing as an independent candidate they must pay a deposit of €100 (in cash or Bank Draft) or 15 Assentors (registered as local government electors in the relevant electoral area) must complete statutory declarations.
These declarations must be witnessed by a Commission for Oaths, a Peace Commissioner, a Notary Public, a member of the Garda Siochana or an official of the Registration Authority (Donegal County Council).
A candidate may nominate him/herself or may be nominated by a proposer. The proposer must be registered as a local government elector in the local electoral area of the local electoral area in which the proposed candidate intends to run.

If a candidate wishes to have his or her photograph included on the ballot paper, they must provide with the nomination paper:
The photograph must be taken not more than 12 months prior to polling day and must be of good quality, in colour and taken to a professional standard, showing the candidate’s full face, head and shoulders only, on a light background (any colour).
The Local Elections (Disclosure of Donations and Expenditure) Act 1999 (“the Act”), provides for an expenditure and donations disclosure regime at local elections.
These guidelines are concerned with the statutory obligations for candidates and are issued pursuant to section 18(6)(a) of the Act. Election spending incurred between Tuesday, 25th March and polling day, on Friday, 23rd May, must be included on a declaration made by candidates and political parties within 90 days of polling day.

Candidates can only erect posters from 23rd April 2014, which is 30 days before the polling date. There is a requirement for candidates to remove all posters within 7 days of the poll.
