Restart Grant Plus Scheme

ReStart Grant Plus Scheme- a Grant to Reconnect SMEs with their Employees and Customers


The Restart Grant Plus Scheme is a NEW standalone grant that is available to all eligible businesses, including those who received a grant in the first Restart Grant Scheme. The grant is a contribution towards the cost of re-opening or keeping a business operational and re-connecting with employees and customers.


The maximum grant available is now €25,000 and the minimum payment is €4,000, based on your 2019 commercial rates bill. Customers who received the original Restart Grant are eligible to apply for a second top-up payment.


Any commercial trading entity operating from a commercially rateable business can apply, subject to meeting the following conditions;


Have 0-250 employees

Have a turnover of less than €100k per employee to  maximum of €25m

Have suffered a 25%+ loss in turnover between 1st April and 30th June 2020

Have been trading prior to the COVID-19 emergency

Commit to remain open or reopen if closed; and

Intend to retain employees that are on The Temporary Wage Subsidy Scheme (TWSS)

Note: Please have your payment remittance advice to hand before you complete the declaration form as it contains your Rate Number (under the Your reference field) and also confirms the amount you have been paid to date


The Council are aware that some customers are having difficulty completing the declaration for the top up/second grant. The Council are working to resolve this problem as soon as possible and ask you to reattempt the process in a few days, if you are having difficulty.

Applicants who have already been paid a grant under the first Restart Scheme can apply again for a second grant by submitting a Declaration form


Note for New Applicants: To ensure there are no delays in processing your application, please check the following when uploading your bank header: 


  • It must be a business account, in the same name as the business or the registered business owner (if a sole trader) i.e. it cannot be an individual’s name if it’s a limited company.
  • BIC, IBAN and account name and address must all be clearly visible. Account name must match the name on the application.
  • BIC & IBAN must match the  BIC and IBAN entered when filling the online application
  • Must be recent (ideally within the last 3 months)
