CLÁR Funding Scheme 2020

 

CLÁR is one element of a €30 million package of co-ordinated and complementary supports as part of the Rural Development Investment Programme through the Department of Rural and Community Affairs. The other elements of the programme include the Town and Village Renewal Scheme and the Outdoor Recreation Infrastructure Scheme. The Rural Development Investment Programme is funded under Project Ireland 2040.

 

CLÁR (Ceantair Laga Árd-Riachtanais)  provides funding for small scale infrastructural projects in rural areas that have suffered significant levels of population decline. The aim of CLÁR is to support the sustainable development of identified CLÁR areas with the aim of attracting people to live and work there. The funding works in conjunction with local/Agency and other Departmental funding programmes and on the basis of locally identified priorities. The supports provided through CLÁR have been tailored this year to help rural communities to respond to the new COVID-19 environment, and includes the addition of new funding measures

 

The Measures being funded under 2020 CLÁR Funding Scheme are:

 

Measure1:     Support for Schools/Community Safety measures

Measure2:     Community Recreation Areas (new in 2020)

Measure3:     Community Wellbeing Supports, comprising:

      • 3a – Meals on Wheels and Linked Services (New for 2020)
      • 3b – Mobility and Cancer Care Transport

 

Measures 1 and 2 will be managed by Donegal County Council and Measure 3 will be managed directly by the Department of Rural and Community Development.

 

Measure 1       Support for Schools/Community Safety Measures

 

Rate of Aid: Up to 90% funding available

Grant Range € 5000 -€ 50,000

 

Eligible Interventions:

 

  • Pedestrian Crossings at schools/community facility
  • Access footpaths at schools /community facility
  • Car Parking facilities to access schools or community facilities. 
  • COVID-19 safety related intervention (need and rationale must be demonstrated in the Project Information section of the application form).

 

Eligible Applicants: Schools, Community Groups, Local Development Companies, Local Authorities.

 

Donegal County Council will consider support for interventions that make school/community facilities environs healthier and safer for the children attending the schools, and for children and adults using the community facilities.  This measure has been broadened to help meet the new public health requirements arising from COVID-19.

Measure 2       Community Recreation Areas

 

Rate of Aid: Up to 90% funding available

Grant Range € 5,000 to € 50,000

 

Eligible Interventions:

The Measure will support a variety of capital interventions provided that they contribute to the enhancement of existing, and/or the development of new, accessible Community Recreation areas where people can socialise outdoors in safe community.  The list below provides an indication of the types of interventions that may be supported, but is not exhaustive:

 

  • Outdoor Cinema Screen
  • Outdoor Drinking Water Fountain
  • Covered Seating and Picnic Benches
  • Covered BBQ Areas
  • Exercise Class Space
  • Handball Alley renovation
  • Bandstand Amphitheatre
  • Blackboard
  • Outdoor electric connection
  • Public Toilets and Bins
  • Car and Bike Parking

 

Eligible Applicants: Schools, Community Groups, Local Development Companies, Local Authorities.

 

Donegal County Council will consider support for the enhancement of existing and/or the development of new accessible Community Recreation Areas where people can socialise outdoors in safe community spaces.

 Measure 3 (a & b) Community Wellbeing Supports

 

  • 3a – Meals on Wheels and Linked Services (New for 2020)
  • 3b – Mobility & Cancer Care Transport

 

Measure 3(a): Meals on Wheels and Linked Services Community Wellbeing Supports

 

This measure will be operated directly by the Department of Rural and Community Development and is open to established organisations and groups that operate partly or entirely on a voluntary basis and are involved in the provision of meals on wheels with linked services that require support in order to deliver this service.

Recognising the critical role of community groups in responding to COVID-19, and in particular the response of those groups providing meals on wheels and other linked services, CLÁR 2020 sees the introduction of funding for community groups providing meals on wheels services. This will fund community organisations that provide meals on wheels and other linked community services for:

 

  1. The adaptation of existing vehicles; and 
  2. The purchase of kitchen and/or delivery equipment required in the provision of the Meals on Wheels service. 

 

Rate of Aid: The scheme will provide up to 90% of the total cost of the equipment being applied for with minimum grant amount of €2,000 up to a maximum of €20,000.  In the case of regional or national organisations, a maximum grant of €100K may apply where the parent group is submitting applications on behalf of several member groups.

 

Measure 3(b): Mobility and Cancer Care Transport

 

This measure will be operated directly by the Department of Rural and Community Development and is open to established organisations/groups that operate entirely on a voluntary basis who provide:

 

  1. Transport to/from day care/other medical/therapy/respite services for those with significant mobility issues including requiring specialised wheelchair accessible vehicles
  2. Transport to/from designated cancer treatment hospitals/centres under the National Cancer Care Programme. 

 

Rate of Aid: The scheme will cover 90% the cost of a vehicle and/or the fit out of a vehicle where necessary up to a maximum of € 50,000 for a wheelchair accessible vehicle and €100,000 for a bus.

 

The scheme will not cover any ongoing running costs such as insurance, maintenance, fuel etc. Applicant organisations will be required to outline how they will manage the ongoing operation of the vehicle.

 

Eligible Applicants: The measure is open to established, voluntary organisations/groups that operate on a voluntary basis, and are involved in the provision of transport services, free of charge, to persons requiring wheelchair accessible vehicles to access day care/other medical/therapy/respite services and/or those requiring transport to/from hospitals for treatments under the National Cancer Care.

Applications should be submitted directly to the Department at CLAR@DRCD.gov.ie by the 28th August 2020.

Closing date for receipt of applications to Donegal County Council is 12 noon on Thursday 9th July 2020
